The main purpose of the project is to identify the strategic needs for program and facilities; review capacity, productivity, reliability, and quality of service indicators and recommend changes that will improve service delivery. WMATA in cooperation with its jurisdictional partners reviews targeted bus lines to improve service efficiency as well as coverage. This involves examining the overall performance with the aim of improving service reliability, frequency, crowding, travel time, bus stop amenities and customer communications.

Study Process:
The Service Evaluation Study has three main components:
- Reviewing current operations and traffic conditions
- Consulting with stakeholders
- Developing recommendations and implementation strategy
The first phase of the study has been completed. Metro held a series of public meetings in August and September to gather input of the most pressing issues in the minds of the riders of each line. In addition, Metro solicited comments from bus riders at several key bus stops along the routes. This on-street outreach plan helped further identify issues of concern from riders that may not have been able to attend the public meetings. Thank you for your comments! If you were unable to attend the public meeting or the study team missed you at the bus stops, please download the presentation slides below:
1. Route D12/13/14: Presentation for Public Meeting #1; August 31, 2010
2. Route B2:
Presentation for Public Meeting #1; September 1, 2010
3. Routes 23A/C and 25A/C/D, Presentation for Public Meeting #1; September 21 and 23, 2010
4. Route 23A/C: Presentation for Public Meeting #1; September 22, 2010
The study is now in the second phase, in which recommendations are being developed for improvements to each line. Initial recommendations were presented in a round of public meetings in October and November 2010. The second round of public meetings gave riders a chance to comment on the preliminary recommendations of the study team. The meetings were augmented by comments delivered through other means, including a telephone comment line and email (see Contact Us below for more information). After receiving additional feedback on these preliminary recommendations, the study team will finalize the recommendations and generate an implementation plan for each line. Metro hopes to have recommendations and an implementation strategy by spring of 2011. Reports generated in the course of this study will also be made public in 2011.
