Service Evaluation Studies: Purpose of this Evaluation ((en Español)):
The purpose of this evaluation was to identify the strategic needs for program and facilities; review capacity, productivity, reliability, and quality of service indicators; and recommend changes that will improve service on the Metrobus Central Avenue Line (Routes C21, C22, C26, and C29) and the Pointer Ridge Line (Route C28).
WMATA, in cooperation with Prince George's County and the Maryland Department of Transportation, reviewed the lines to improve service efficiency and coverage. This involved examining the overall performance with the aim of improving service reliability, frequency, crowding, travel time, bus stop amenities, and customer communications.

A rider survey was administered in person at high-ridership bus stops along the Central Avenue Line in early 2012, and an electronic version of the survey was available on this web page. The study team analyzed the input it received from riders and prepared a memo that incorporated the results of both the in-person and electronic rider surveys. Public meetings were also held as part of the evaluation. The feedback received from participants in the survey and meetings helped to set the framework for the evaluation.
